Floors with asbestos tile, sheet vinyl or mastic are the work behind this page: vinyl tile, felt-backed sheet vinyl and the black or brown adhesive beneath them in Walnut Creek, California. Walnut Creek Asbestos Removal tests each layer and, where results allow, lifts the flooring whole with wet methods, leaving a subfloor the installer can use.

Flooring of this kind is on the five-item list the Bay Area air district applies to small residential jobs, where it must be sampled before it is disturbed. Floor work in Lafayette and Orinda is covered too.

Asbestos floor tile and mastic removal options

Tile and mastic under hardwood or carpet

A hardwood, laminate or carpet floor can cover older tile, which means sampling has to go down to the lowest layer and its adhesive. Tile and mastic are tested as separate materials, since one can be negative while the other is positive. The decision is how much comes up: only the tile with the mastic left sealed under a new floor where the product allows it, or tile and mastic together for a bare slab.

Sheet vinyl in kitchens and baths

Any asbestos in sheet vinyl tends to sit in the felt-like backing, not the printed surface. Pulling the sheet tears that backing, and the district rule counts resilient floor covering backing as friable, so a positive sheet is wetted and taken up inside containment. The lab therefore needs backing in the sample.

Floors in older condos

A unit in a building of five or more units appears to fall under the full survey (confirm with the Air District), and the HOA can add its own limits on noise, elevator use and subfloor changes. Agreeing the survey and the HOA approval first keeps the schedule from stalling at the door.

Floors before a remodel

A remodel that moves walls or cabinets also exposes the floor under them, which can hold an older layer than the finished room. Sampling the floor with the ceilings and walls gives one set of results for the whole plan, and the district's five-material list for small residential buildings covers flooring along with the rest.

Resilient flooring on the district list

Whether flooring is regulated depends on what is done to it. The district places resilient floor coverings and mastics in Category I nonfriable material, which stays outside regulation when tiles come up intact. Power sanding, grinding, cutting, or breaking tiles in demolition changes that, and from 100 sq ft the work then needs containment, wet methods and notice. Scraping mastic off a slab waits for the lab results.

Waste class matters at the end of the job: DTSC rules make friable waste with 1% asbestos or more hazardous, while intact nonfriable bulk debris is outside them, subject to whatever a landfill or hauler requires. Area, layers and mastic move the price.

Lifting a floor exposes wall bases, duct boots and thresholds that carry their own suspect materials, so read asbestos plaster and joint compound removal alongside this page. Everything else we handle is summarized on our homepage.
