Remodels from kitchen guts to full teardowns in Walnut Creek, California are the scope of this page. Walnut Creek Asbestos Removal begins with a survey, or lab results on the listed materials when the building is small and residential, and clears whatever the plans disturb before the general contractor arrives. That sequence keeps the district notice, the City form and the permit in step.

Even a demolition with no asbestos found carries a notice rule of its own. Lafayette and Orinda projects are covered as well.

Asbestos abatement before remodel and teardown options

Whole-house remodels

Remodeling a 1960s or 1970s house can touch ductwork, ceiling texture, flooring and wall finishes together, all on the district's five-item list. Sampling them in one round from the plans gives a single scope. Then comes the choice: remove only what the new layout disturbs, or clear whole rooms before finishes go in.

Teardown and rebuild

The district requires notice before demolition of a load-supporting structure whether or not asbestos is present, and Walnut Creek asks to see the Acknowledgement Form showing that notice was given. Owners of homes with up to four units may ask for a 72-hour start, which carries an added district fee, instead of the ten business days. Regulated material found in the survey comes out before the building comes down.

Partial demolition

The City's demolition permit applies to partial as well as complete demolition, so removing a wing, a garage or an addition needs the permit too. Taking out part of a house disturbs the same materials as a remodel, with demolition rules on top: the district says demolishing a structure that contains intact cement products makes them regulated. The cut line is surveyed as carefully as the room.

Demolition with wells or septic

Where the property has a well or septic system, the City's list of pre-issuance conditions includes County Health approval. That is a separate approval and has no connection to asbestos, but it affects the timeline, so it belongs on the same checklist as the district notice and the utility sign-offs.

Walnut Creek demolition permit steps

The City requires a building demolition permit for any structure demolished, partly or completely, submitted online. Before issuing it, the City lists a BAAQMD Acknowledgement Form among its conditions, along with utility sign-offs, insurance and bond, a Building Demolition Data Sheet, County Health approval where a well or septic system exists, an encroachment permit and a waste management plan, which it ties to project size and cost.

The district side runs in parallel. Its notice goes in online, the J# comes back with an acknowledgement letter, and the start and end dates on it are confirmed dates that must be revised by 11:59 PM on the start date if the schedule moves. A remodel that is not a demolition needs a J# only when regulated material reaches the notification quantities or is removed dry. Pricing turns on the number of positive materials, how much of each there is, and whether demolition comes after.

Materials each have their own page: asbestos popcorn ceiling removal for sprayed texture, asbestos floor tile and mastic removal for floors. The 1960s and 1970s housing behind remodel plans is described on our homepage.
