Walnut Creek Asbestos Removal provides condo and townhome asbestos abatement in Walnut Creek, California, for owners, HOAs and property managers: ceilings, floors, wall finishes and shared areas in attached housing. A building with five or more units appears to fall on the full-survey side of the Bay Area air district rule (confirm with the Air District), so the survey, the notice and the HOA approvals are lined up before anyone opens a ceiling.

Buildings with five or more units hold 36.9% of Walnut Creek's housing, against 12.0% in Lafayette and 4.0% in Orinda, where we also work.

Condo units in buildings of five or more

Section 11-2-303.8 calls for a survey before renovation or demolition, by someone certified by DOSH who has completed an EPA-approved building inspector course, with sampling and lab results for suspect materials. The small-residential carve-out in the rule text covers buildings of four or fewer units, so a condo unit is read with the whole building around it. Confirm your building with the District; a unit owner can then hire the consultant, and the report can serve later projects.

Townhome rows

Townhomes are attached but not always large buildings: a row of four or fewer units is a small residential building under the rule, while a longer row is not. Count the units under one roof, not the units in the complex. For a small row the five listed materials are sampled where the work touches them, and the owner may take the samples.

HOA shared areas and shared systems

Hallway ceilings, stairwell flooring, roof and siding repairs, and shared ducts or boiler rooms are the board's project, not a single owner's. The HOA commissions the survey, and its notices to residents cover work hours, access and any areas that are closed. The district accepts an existing survey as long as conditions remain as surveyed, so one current report can support several projects.

Unit renovations and board approval

Boards can ask for plans, contractor insurance and proof that hazardous materials were handled before they approve a kitchen or bath renovation. Giving the board the lab report, the J# letter when one applies and the waste shipment record answers those requests with documents. Legal questions about disclosure or liability belong with an attorney, not a contractor.

Survey, notification and records

Ten business days ahead, the district needs notice of any demolition, any dry removal, and regulated material reaching 100 sq ft, 100 linear ft or 35 cu ft. The J# dates are confirmed dates rather than an estimate, and must be revised by 11:59 PM on the start date. Cal/OSHA registration for the removal contractor also starts at 100 square feet.

Fees are set by the district and differ by building type: its Schedule L sets a separate fee table for work other than single-family dwellings. Keep one file per building with the survey, any J# letters, the contractor's Cal/OSHA notice, clearance results and the signed waste shipment record. Cost depends on the surveyed quantities, containment in occupied buildings and access for the waste haul.
